Login to the Domain Controller and open Group Policy Management Console.

Click Start > Administrative Tools > Group Policy Management

Windows Server 2003:

Open Active Directory Users and Computers. In the console tree, right-click the domain, click Properties and then click the Group Policy tab.

Edit the Default Domain Policy

Note: It is presumed that all end users will be prevented from disabling the WDC Addon. If only a certain group of computers need this restriction, a new Organizational Unit can be created and linked to a new Group Policy, then the appropriate Group Policy would be edited.
